Our societies need a genuine European public debate to enable citizens to understand the choices available to them and the consequences of those choices. This is why U4U has written to the President of the European Parliament, the President of the Council of the European Union, and the President of the European Commission, advocating for a European budget that addresses the existential challenges facing the Union<\/em>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Madam President of the European Parliament,<br>Mr President of the Council of the European Union,<br>Madam President of the European Commission,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As European civil servants, our job is to build the European Union. We are deeply concerned today. Europe is currently facing an increasingly severe multi-crisis situation. This crisis is political, geopolitical, economic, climate-related and social.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;The democratic model based on the rule of law and international law is being challenged. Tensions between political and economic blocs are intensifying. From Washington to Moscow, our European project is under explicit attack, to the benefit of the continent\u2019s authoritarian and populist extremes, and we are becoming a prime target. We are being targeted as a symbol of the democratic values that we promote and uphold.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, armed conflicts are multiplying: one is directly affecting the European continent; another is engulfing the Middle East; and a third could erupt in East Asia around Taiwan. Not to mention the possibility of a fourth in Latin America. Not to mention the conflicts in Africa, which receive too little attention. At the same time, the European Union itself is divided internally and is seeing the emergence of forces within its ranks that are openly hostile to the European project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;Against this backdrop, the European Commission is proposing a multiannual budget of around two trillion euros. This is a comparable total to the previous budget, including the previous recovery plan. However, this figure is presented in nominal terms; adjusted for inflation, the actual budget is equivalent or lower.&nbsp; Since the 1980s, the European budget has been capped at 1% of combined GDP. Consequently, exceptional funds of all kinds have multiplied in order to address urgent and significant security, prosperity and autonomy issues for 450 million citizens. Even more worryingly, this modest budget is already being openly challenged by several Member States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;This level of funding will not allow the Union to address the strategic challenges facing Europe, such as ensuring security, strengthening defence capabilities, leading the climate and energy transition, supporting investment in human capital (health, education, etc.), reindustrialising the continent, strengthening the competitiveness of our industries and guaranteeing social and territorial cohesion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The diagnoses are clear. They are well documented, particularly in recent reports on the future of the European economy. The potential solutions are also well understood. Yet, at this decisive moment, no Member State seems prepared to demonstrate the necessary political ambition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;At this decisive moment, a particular responsibility falls to you, the presidents of the European Union&#8217;s three major institutions. It is up to you to bring this debate into the European public arena, make it a democratic issue, and clearly set out its terms to the citizens of the Union. Without this debate and without the involvement of European citizens, we believe that the necessary solutions will not be realised. We cannot afford to bypass this political and democratic debate today.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;The experience of Brexit should serve as a lesson to us. At the time, the European institutions largely remained silent in the face of the falsehoods and oversimplifications that dominated the public debate. This lack of democratic engagement left the field open to disinformation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;The future of Europe cannot be discussed solely within restricted technocratic circles. Our societies need a genuine European public sphere, enabling citizens to understand the choices available to them and the consequences of those choices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Given your positions, you have the legitimacy and visibility required to initiate this debate. It is up to you to raise public awareness and stimulate discussion, including in the media.&nbsp; Members of your respective institutions should participate in this process. If you do not take the lead, no one else will \u2014 and certainly not in time. The stakes go beyond budgetary issues alone. The European Union is in danger.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;Founded on the rule of law, the protection of minorities, social solidarity and a commitment to combating climate change, the European model is one of the few credible democratic alternatives in a world marked by rivalry between major powers. This model is under threat and has been weakened. It must be defended. This requires political and budgetary resources that are proportionate to Europe\u2019s ambitions. It also requires clear, transparent and courageous public debate on the collective choices that must be made.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;Europe cannot afford to retreat or remain inactive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If this debate is not opened now, the European Union will regress. Its principles will lose strength, and its capacity for action will continue to weaken. We are already witnessing the significant impact of lists that openly oppose the principle of European integration on elections in our Member States. This provides an opportunity to reflect on the work that the Local Committee has done on your behalf throughout its three-year term from 2023 to 2026. Most importantly, it is your chance to elect the Staff Committee members who will represent your interests and address the issues affecting your daily life.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/u4unity.eu\/u4u\/elections-2\/#programme\"><strong><em>Our Programme<\/em><\/strong><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>Local Staff Committee<\/strong> plays a vital role in our institution. The candidate and voter lists for this second round will be the same as for the initial round.. <strong>Participation in the vote is crucial!<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>U4U\u2019s List No. 7 to defend staff, the European institutions and their administration<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U4U is a trade union organisation that is recognised as representative by our institution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This year, it is standing in the 18 May elections, which will determine the composition of the Staff Committee and the level of representation of the trade unions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently, U4U represents almost 10% of staff votes. It is already represented on the Staff Committee, holding the position of vice-chair.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the 18 May elections, U4U is presenting a list of 29 colleagues.&nbsp; Our candidates reflect the diversity of our staff in terms of gender, nationality, category and grade: AC (10), AST\/SC (2), AST (10) and AD (7). However, current policies have a blind spot: the systemic consideration of neurodiversity in the workplace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This includes autism, ADHD, dyslexia, dyspraxia, sensory processing disorders and high potential. These realities affect a significant proportion of staff and are often invisible and silent. Too often, they are forced to adapt without any support to environments designed for an implicit norm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For several years now, U4U has therefore been committed to ensuring greater consideration of what we term cognitive diversity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We believe it is time to take a decisive step forward by moving from an individualised approach to disability \u2014 involving the recognition of personal needs and the implementation of reasonable adjustments \u2014 to a genuine, structured policy of recognising and valuing neurodiversity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Neurodiversity: a professional reality, not an exception<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neurodiversity is a natural variation in human cognitive functioning, not an anomaly to be corrected. Neurodivergent individuals possess valuable skills such as in-depth analytical ability, systems thinking, creativity, attention to detail, an exceptional memory and perseverance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In organisations such as the European Commission, the Council of the European Union and the European Parliament, these skills are a strategic asset. However, recruitment and selection methods, performance appraisal systems, working environments and managerial cultures often penalise these individuals rather than recognising their value.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>An existing but inadequate legal framework<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The European Union has established a robust non-discrimination framework, notably through Directive 2000\/78\/EC, which prohibits disability-based discrimination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the concept of neurodiversity is still largely subsumed within a general approach to disability that is often centred on visible and medicalised situations. Nevertheless, the majority of neurodivergent individuals do not officially identify as disabled, either due to fear of stigmatisation or because their challenges are not recognised by institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The result is clear: there is theoretical legal protection, but a lack of structured, proactive policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What we observe on the ground<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our discussions with colleagues reveal recurring issues:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Difficulty in obtaining reasonable adjustments without a cumbersome administrative process.<\/li>\n\n\n\n<li>A lack of specific training for managers on neurodivergent profiles.<\/li>\n\n\n\n<li>Unsuitable workspaces, such as noisy open-plan offices, harsh lighting and sensory overload).<\/li>\n\n\n\n<li>Performance appraisals based on implicit behavioural criteria, with an emphasis on \u2018what\u2019s wrong\u2019 rather than individual strengths.<\/li>\n\n\n\n<li>A culture of presentism and constant pressure for immediate availability.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These issues are not isolated incidents: they reflect an organisational model designed for a single cognitive norm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>This is why we are calling for a universal design approach.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead of making a series of individual adjustments at a later stage, we advocate a systemic approach inspired by universal design. This involves designing environments and procedures from the outset that benefit everyone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In practical terms, this involves:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1. Rethinking workspaces<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Quiet zones accessible to all<\/li>\n\n\n\n<li>A genuine option for flexible remote working<\/li>\n\n\n\n<li>Appropriate acoustic and lighting design<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2. Adapting HR processes<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Implement recruitment methods that rely less on social performance during interviews<\/li>\n\n\n\n<li>Promote performance reviews that focus on results rather than implicit codes. In this context, emphasise each individual\u2019s strengths<\/li>\n\n\n\n<li>Develop opportunities for written communication rather than verbal communication alone.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3. Train managers<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mandatory training for managers on neurodiversity would help to prevent misunderstandings, reduce bias and improve the management of diverse teams.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4. Support the European Commission\u2019s neurodiversity staff network<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An institutionally supported peer network would be a valuable asset for our institutions. This network must therefore receive all the necessary support from the administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why this concerns all staff<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neurodiversity is not just a minority issue. A more inclusive organisation benefits everyone:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Better-structured meetings benefit all staff.<\/li>\n\n\n\n<li>Clear written instructions improve collective efficiency.<\/li>\n\n\n\n<li>Reduced noise and interruptions boost overall productivity.<\/li>\n\n\n\n<li>A management culture based on clarity and respect reduces conflict.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In other words, what is necessary for some becomes beneficial for all.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Institutional and human responsibility<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The European institutions strive to lead by example in the area of fundamental rights. They promote inclusion in Member States and fund programmes that support the employment of neurodivergent individuals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, it is inconsistent that these principles are not fully implemented internally.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a trade union organisation, we are calling for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The explicit integration of the neurodiversity dimension into HR priorities;<\/li>\n\n\n\n<li>The collection of anonymised data to assess the actual situation;<\/li>\n\n\n\n<li>Regular consultation with staff representatives on these issues.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Conclusion: transforming institutional culture<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question is not whether neurodiversity exists within our institutions. It already does. Some estimates suggest that it accounts for up to 20% of the population. This is a good start, and now is the time to build on this momentum. We must highlight the imbalance of power in order to demand social dialogue and seek the support of other trade unions. If you haven\u2019t already, please sign the petition and pass the invitation on to those around you. Our numbers are key to achieving our goals. <\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>On Monday 4 May 2026, the Contract Workers&#8217; Collective held a final meeting to discuss the petition submitted by contract and temporary employees and supported by U4U, US and GEN2004. The meeting resulted in the unanimous approval of <\/em><\/strong><a href=\"https:\/\/collectifdescontractuels.eu\/documents\/Resolution_4may%202026.pdf\"><strong><em>a resolution<\/em><\/strong><\/a><strong><em>.<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a context of budgetary constraints, our Collective aims to mobilise contract and temporary staff, who are a vital human resource for our institution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our institutions have openly stated their intention to continue using and increase the number of these staff members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to senior Commission officials, including the Secretariat-General and the Commissioner, these staff members make an essential contribution to the smooth running of the institution. Given their contribution, they are recognised as having the right to career prospects and mobility, as well as a reasonable chance of gaining permanent entry into the civil service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The demands set out below reflect this policy approach and will help improve the situation of contract and temporary staff in precarious employment, successfully mobilising them with a view to offering them:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>On the one hand, this is addressed to the institution, which is undertaking an assessment of its functioning by establishing the High-Level Group led by Ms Catherine Day.<\/li>\n\n\n\n<li>Secondly, the trade unions are contributing to the work of this group.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>We call on staff of all categories to show their support. This would entitle the individual to a pension after a total of up to 12 years.<\/li>\n\n\n\n<li>Reform of the administrative rule limiting the tenure of contract and temporary staff to seven years (barring exceptions) to allow for transition from contract to temporary staff positions.<\/li>\n\n\n\n<li>The organisation of three internal competitions for permanent posts over six years, with contract staff with two years&#8217; seniority eligible to participate.<\/li>\n\n\n\n<li>The organisation of one internal competition for permanent appointment each year for temporary staff. The required length of service for temporary staff is one year, meaning five competitions over six years.<\/li>\n\n\n\n<li>The organisation of two internal competitions for temporary staff and officials over five years, enabling accelerated promotion and, where applicable, permanent appointment.<\/li>\n\n\n\n<li>The right for all children who have attended European Schools for at least two years to complete their cycle (nursery, primary or secondary) free of charge, if a parent working in the institutions reaches the end of their contract and is unable to renew it.<\/li>\n\n\n\n<li>Improvement of mechanisms to facilitate inter-institutional mobility, e.g. the establishment of an inter-institutional job market.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Permanent staff in the offices, non-Union staff and representation offices<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Organisation of moves between function groups (e.g. moving from GFI to GFII or GFII to GFIII).<\/li>\n\n\n\n<li>Regular opportunity to participate in internal competitions for permanent posts.<\/li>\n\n\n\n<li>Organising transfers from AC to AT.<\/li>\n\n\n\n<li>Improvement of mechanisms enabling inter-institutional mobility (establishment of an inter-institutional job market).<\/li>\n\n\n\n<li>Extension of the period of service at headquarters for contract staff in non-Union offices (from 4 to 6 years).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The executive agencies<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Organisation of transfers from AC to AT.<\/li>\n\n\n\n<li>Transformation of agencies into offices, entitling contract and temporary staff to participate in internal competitions for permanent posts and to move between the Commission\u2019s directorates-general.<\/li>\n\n\n\n<li>Improvement of mechanisms enabling inter-institutional mobility, including the establishment of an inter-institutional job market).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Decentralised agencies<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Introduction of a quota of officials where none currently exists, to facilitate transfers from AC to AT and from AT to AD.&nbsp;<\/li>\n\n\n\n<li>Category transfers for AC and AD staff.<\/li>\n\n\n\n<li>Establishment of central services co-managed with the Commission to handle services relating to anti-harassment measures, mobility organisation, disciplinary investigations, etc. for all agencies.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>5. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Creation of offices<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This applies not only at the JRC, but also at the European Parliament, where it enables certain contract staff to:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; benefit from permanent contracts<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; Move from FGI to FGII, etc., without losing their permanent contract, as the offices allow this.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indeed, today, contract staff at the JRC and the EP who could have permanent contracts are not offered them because their institution or department does not create offices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The aim of this list of demands is to ensure that these issues are addressed in the social dialogue. These demands are compatible with the current Staff Regulations and do not require their reform. They are also entitled to fair pay and decent working conditions!<\/strong> <strong>&nbsp;<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Language teachers play a vital role in the professional development of civil servants and other staff in the European public service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a multicultural and multilingual environment, their training directly drives professional effectiveness. It enables staff to carry out their duties competently, flexibly and with an open mind.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, the Staff Regulations of European civil servants make their role indispensable:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Proficiency in a third language is required for the first promotion.<\/li>\n\n\n\n<li>It is also required for contract staff in function group 4 to obtain a permanent contract.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In other words, without them, there is no prospect of career progression or contract extensions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Unacceptable job insecurity<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, these training courses are delivered by trainers who are hired as private contractors via training companies that are selected through calls for tenders by the European institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The situation facing these teachers is worrying<\/strong>: <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 An average gross hourly rate of between \u20ac28 and \u20ac35 (sometimes \u20ac45 in Luxembourg), which covers not only the lesson itself, but also preparation time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 No social security contributions are covered (sickness, pension or accident).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 No payment for leave.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 No compensation for periods without lessons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even worse, payment for hours worked is made after the 20^(th) of the following month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;These practices undermine the work of these highly qualified professionals, who contribute directly to the quality of European public services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>This situation cannot continue. We therefore demand<\/strong>:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>In the short term<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Commission must include binding clauses in calls for tenders that guarantee fair remuneration for all work performed, including teaching, preparation and follow-up, as well as decent social provisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>In the medium term<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Commission must integrate these teachers as permanent contract staff within an inter-institutional training body in order to:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; stabilise teaching teams<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; develop modules tailored to institutional realities<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; enhance the quality and consistency of language and cultural training.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this context, we also call for the reinstatement of teachers who have left or been excluded from the service due to the poor conditions offered to them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By supporting this call, we are defending not only our teachers, but also the quality of the European public service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>To sign the petition, please provide your surname, first name, and work email address<\/em><\/strong><strong>. Following this coordinated action, the Directorate-General for Human Resources (DG HR) organised a conciliation meeting between representatives of the Directorate-General for International Partnerships (DG INTPA), the European External Action Service (EEAS) and the trade unions. This meeting resulted in management making several commitments.<\/em><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"752\" height=\"177\" src=\"https:\/\/u4unity.eu\/wp-content\/uploads\/2026\/05\/image-7.gif\" alt=\"\" class=\"wp-image-8877\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>20\/03\/2026<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As you will recall, on 30 January 2026, the trade unions representing staff at the European Commission and the EEAS informed Commissioner Serafin of DG HR that they were considering taking strike action in order to defend the interests of staff, who are extremely concerned about the implementation of the announced \u2018modernisation\u2019 of the EU delegation network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The unions were forced to take this step due to the institution repeatedly refusing to open a formal social dialogue process before the political agreement to modernise the EU delegation network was reached.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following this coordinated action by all EC and EEAS trade unions, the Directorate-General for Human Resources (DG HR) organised a conciliation meeting between representatives of the Directorate-General for International Partnerships (DG INTPA), the European External Action Service (EEAS) and the trade unions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This meeting resulted in several commitments from management:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The Commission and EEAS management will provide further information on the rationale, operational and budgetary implications, and timetable for implementing the \u2018modernisation\u2019 process.<\/li>\n\n\n\n<li>An assurance that the &#8216;modernisation&#8217; process is a one-off event with no subsequent phases (&#8216;no phase 2&#8217;).<\/li>\n\n\n\n<li>The number of local staff made redundant will not exceed the figures already announced.<\/li>\n\n\n\n<li>The best possible redundancy packages will be offered to local staff within the framework of the interinstitutional joint committee on specific measures for the termination of local staff contracts.<\/li>\n\n\n\n<li>Further meetings on the implementation of EU delegation modernisation will be organised to ensure that trade unions and staff representatives can voice staff needs and provide management with recommendations in the interests of staff.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Although the strike notice has now expired, your trade unions will continue to closely monitor the implementation of the above commitments on your behalf.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C. The Institution has failed to share the analysis motivating the Modernisation with staff .<\/li>\n\n\n\n<li>Social Dialogue pending: The Interservice Statement offers twice-yearly information sessions with CLP-HU. Information provision is not social dialogue. While the Modernisation is presented as an incontestable political decision, its implementation framework clearly falls within the established remit of the Social Dialogue.<\/li>\n\n\n\n<li>Suspension of redundancies: Until such Social Dialogue takes place, Trade Unions had requested a suspension of involuntary terminations of contracts until full information was disclosed on the rationale, timetable, and staffing implications. Notwithstanding this demand, the Commission and EEAS pressed ahead with the dismissal of staff.<\/li>\n\n\n\n<li>Improvements to additional measures in the case of LA redundancies: While the accompanying measures package has been improved (training contribution raised to \u20ac1,500; extended medical for staff aged 60+; seniority and child-related supplements), these were adopted without social dialogue and remain insufficient:                                                                                                                   &#8211; No redeployment priority for redundant LAs in reinforced delegations. The Q&amp;A explicitly states that no preferential treatment applies. This is a policy choice, and not a legal inevitability .                &#8211; No inter-delegation mobility mechanism or meaningful outplacement support.                                    &#8211; The claim that the package \u201cgoes beyond\u201d what comparable employers offer is unsubstantiated.  &#8211; Disproportionate impact on women over 50 with long service records is not addressed.<\/li>\n\n\n\n<li>Precarious contracts not addressed: Our demand for social dialogue on the employment protection and career perspectives of Local Agents, contract agents and temporary agents has received no response in any of the five documents.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Our demands<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Sharing of internal analysis<\/strong>: the \u201cpolitical\u201d nature of this decision does not exempt the authorities from the requirements to ensure rationality, transparency, and accountability. Both the staff and EU Citizens have the right to understand why a decision of this magnitude, with severe implications for the staff, has been taken. In this context, whilst the administration has indicated that no further phases are foreseen, the reference to a \u201cfirst phase\u201d of modernisation creates ambiguity as to the overall scope and sequencing of the exercise. This lack of clarity makes it difficult to assess the full impact on staffing.<\/li>\n\n\n\n<li><strong>Social dialogue on the LA Decision reform package<\/strong> \u2013 four amendment proposals (Conditions of Employment, LAPF, LA Medical, Salary Adjustment Methodology) to be formally submitted to BHR.5. Social dialogue to commence no later than September 2026.<\/li>\n\n\n\n<li><strong>Alternatives to involuntary contract terminations<\/strong> \u2013 covering alternatives to redundancies, redeployment priority, adequacy of accompanying measures, and staff selection criteria. To commence no later than June 2026.<\/li>\n\n\n\n<li><strong>Delivery of committed interim measures<\/strong> \u2013 there is an urgent need to update Local Agent Working conditions including decisions relating to the LA Medical Scheme, the Provident Fund, the Salary Method. We request the EEAS administration, responsible for the review of these decisions to avoid any further delays.<\/li>\n\n\n\n<li><strong>Formal response on precarious contracts<\/strong> \u2013 no information in this area was received yet precarious contracts are proliferating without any clear long-term policy to provide better working conditions and credible career development opportunities.<\/li>\n\n\n\n<li><strong>EEAS involvement at the appropriate level<\/strong> \u2013 the implications for EEAS-employed staff require the EEAS to be fully associated to the modernisation and other reform processes.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">As can be evidenced above, the substantive demands that motivated the strike notice remain partially unmet. We maintain our position that the conditions for formal social dialogue under the framework agreement have not been fulfilled, and we reserve all rights, including the right to further action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We invite you, in the spirit of Article 39 of the framework agreement, to propose a date for a meeting at the appropriate level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C. There is a strong temptation for Europeans to turn a blind eye to this monopoly, which, incidentally, comes at a high cost in terms of licences. However, this overlooks the fact that the current geopolitical context poses a threat to Europe and that consumer interests alone cannot justify our dependence. This is despite the existence of European alternatives for messaging, cloud storage, browsing, search engines, office software, VPNs and social media, at<a href=\"https:\/\/urldefense.com\/v3\/__http:\/www.european-alternatives.eu__;!!DOxrgLBm!DMFQFAT5lWT3Z4D5Po8UoHZ71ngeZ3FDhD3R6sGAYKPM7QhDPPsfT7XucsAhAnzbdup46XmAkKrnhqSJ2mhM9XIfxU8WCo3VlHMQVdmuf_0$\" target=\"_blank\" rel=\"noreferrer noopener\"> www.european-alternatives.eu<\/a>).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite very protective European legislation, European citizens are not necessarily aware of the dubious or even dangerous uses that can be made of their personal data. They are also not sufficiently aware of the alternatives available within the EU, which are therefore struggling to reach critical mass. However, they are concerned. Urgent action is needed to escape this digital trap, which endangers their security and ours, and threatens the protection of their data and our sovereignty. There are remarkable initiatives within the EU featuring tools developed by European companies \u2014 some of which have historically received support from the Commission \u2014 or by public administrations, such as in France and Denmark. The latter is now moving away from Microsoft office software.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">US law (FISA) authorises the US government to target individuals outside the United States with the help of electronic service providers to gather information. Any European elected representative or civil servant could become the target of such surveillance and the extraction of sensitive data via the tools we use every day if the US government deems our work to be contrary to its interests. We should also recall the digital sanctions imposed by the US government on an International Criminal Court judge whose rulings were deemed unwelcome.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">National and European institutions have a responsibility to act in this regard, for example by requiring European online services to offer consumers existing European alternatives and by redirecting public procurement towards open-source solutions that comply with the GDPR and are sovereign. Above all, European institutions must lead by example and guarantee the security and independence of their administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>As European civil servants and staff, we therefore call on the institutions to end our IT systems&#8217;, websites&#8217; and social media&#8217;s dependence on non-European Big Tech. We advocate for a digital working environment that fosters trust, continuity and reliability, and that protects our data. At this meeting, they presented their response to rising prices, particularly fuel prices, in light of ongoing military operations in the Persian Gulf region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the meeting, the administration confirmed that it is closely monitoring price trends and the measures implemented in other countries. They also affirmed their readiness to act should the situation worsen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With regard to flexible working, it was noted that the current rules allow for considerable flexibility, particularly through partial remote working during the working day or through local adjustments decided at the directorate-general level when working conditions permit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regarding remuneration, the administration emphasised that the method of adjusting salaries based on alignment with trends observed in the Member States should help to close the income gap in the current context of high inflation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, we insisted that the reimbursement for public transport for Commission staff be raised to a level similar to that of other institutions, not only due to the energy crisis, but also for obvious environmental protection reasons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We also proposed that, should the crisis persist and worsen, the Commission consider introducing a specific allowance for colleagues, particularly certain cross-border workers in Luxembourg, who have only limited access to public transport.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting concluded with a commitment from all parties to continue the dialogue, as well as an assurance that additional measures could be considered if the situation warrants it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a recent inter-union meeting, all unions reaffirmed their commitment to revisiting the issue in early June, depending on how events unfold \u2014 particularly with regard to inflation, economic growth and the budgetary resources available to fund catch-up increases in wages and pensions. Regarding the latter, the institution should assure us of the availability of the necessary funds to implement the method in December or, if necessary, in spring 2027.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"190\" height=\"161\" src=\"https:\/\/u4unity.eu\/wp-content\/uploads\/2026\/05\/image-8.gif\" alt=\"\" class=\"wp-image-8879\"\/><\/figure>\n<\/div>\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"205\" height=\"165\" src=\"https:\/\/u4unity.eu\/wp-content\/uploads\/2026\/05\/image-6.gif\" alt=\"\" class=\"wp-image-8875\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Request for social dialogue to establish support measures for staff to address rising energy prices<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">09\/04\/2026<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The current geopolitical situation in the Middle East, characterised in particular by tensions affecting the Strait of Hormuz and threats to energy infrastructure, is having a direct and significant impact on fuel prices worldwide. This rapid and sustained rise is disproportionately affecting low-income EU officials and cross-border workers, particularly in the area around Luxembourg.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whilst this situation is particularly evident around Luxembourg, similar difficulties are also being observed in other locations, where housing constraints or inadequate public transport mean that journeys are often lengthy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indeed, a significant proportion of these staff members rely on their own vehicles on a daily basis to make their journeys to and from work, often over long distances, due to constraints linked to the housing market in Luxembourg. In this context, the rise in fuel costs represents an unexpected and substantial financial burden, directly affecting their purchasing power and quality of life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In light of this exceptional situation, the U4U and G\u00e9n\u00e9ration 2004 trade unions are calling for a social dialogue meeting to assess the impact of these increases on the situation of the civil servants concerned, both in Luxembourg and at other sites.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This social dialogue meeting would, on the one hand, clarify how the salary adjustment method could offset price increases and, on the other hand, explore the possibility of introducing, on a temporary basis, a mobility allowance intended to partially offset the rise in transport costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We propose that the terms and conditions of this allowance be modelled on those already in force for the housing allowance applicable in Luxembourg, both in terms of eligibility criteria and calculation methods. Such an approach would ensure rapid, fair and administratively efficient implementation, building on existing and proven mechanisms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The aim of this measure would be to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>support staff most affected by rising transport costs;<\/li>\n\n\n\n<li>maintain the attractiveness of the European institutions where necessary, particularly in Luxembourg and at other locations;<\/li>\n\n\n\n<li>maintain fair working conditions in the context of an exceptional external crisis.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;Aware of the importance of a coordinated approach, the U4U and G\u00e9n\u00e9ration 2004 trade unions will place this item on the agenda of the next inter-union meeting. On behalf of our respective union presidents, Helen Conefrey and Georges Vlandas, we would like to thank all EEAS staff members for their dedication and for the valuable information they have provided.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The aim of the regional meetings<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our main objective was to engage with and listen to EEAS colleagues regarding pressing issues and concerns about strategy, work-life balance, organisational matters, and other key topics. USHU and U4U are fully committed to maintaining and strengthening this dialogue to ensure that the Commission and the EEAS administration are made aware of the issues raised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We aim to extend this dialogue to all colleagues working in the EU&#8217;s 145 delegations around the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Modernisation of the EU delegation network: Challenges and concerns<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This topic has always been a key item on the agenda of our meetings. Many of you have expressed concerns about staff cuts in ten EU delegations, the centralisation of financial and contractual functions at headquarters and the establishment of reinforced EU delegations that will act as regional hubs. There have been concerns about the significant loss of 29 local staff posts in the Western Balkans, with many more redundancies expected before the summer. These redundancies were handled unsatisfactorily, often being communicated in an ambiguous and belated manner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In October 2025, we sent an open letter jointly to Commissioner Serafin and Vice-President Kallas to express our concerns about the modernisation of the EU delegation network. We called for genuine social dialogue and urged the suspension of the redundancies. On 30 January 2026, amidst calls for strike action due to inadequate responses and accelerated redundancies, we met with the Director of Resources at DG HR, and we hope this meeting will be followed by further sessions. We emphasised the need for transparent dialogue and a collective framework, rather than individual negotiations, and requested written guarantees against further redundancies. Furthermore, the review of the 2018 decision on contract staff remains a key consideration.&nbsp; Given the growing insecurity of contracts, USHU and U4U have also called for social dialogue on the working conditions of contract and temporary staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Remote working and trust in management<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some heads of delegation have interpreted the rules on remote working very restrictively, leading to a highly uneven application of them. The fact that the text for local staff has not yet been adopted (although it soon will be) has also led to a wide range of different situations. Let us hope that clarification will be provided soon, along with revised guidelines for greater clarity. It is also important to remember that, in the event of a disagreement with their line management, colleagues can always contact the &#8216;Joint Committee on Work Organisation and Telework in Delegations&#8217;. Many colleagues have highlighted the importance of building trust and accountability, as well as the delegation of responsibilities, believing there is room for improvement in these areas within the management of EU delegations. This will allow us to communicate your concerns to the administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Local staff: Working conditions, contractual issues and mobility<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are recurring issues concerning the contractual and administrative aspects of employment for local staff. These issues relate to provident funds, medical cover and salary review methodologies. They have been affected by delays in reviewing the various legal decisions that underpin these provisions. Since 2025, in particular, the EEAS&#8217;s policy has been to replace permanent contracts with renewable annual contracts, impacting job security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a trade union, we believe that, in order for the EU to play an active role on the global stage, it must draw on country-specific expertise and experience. Failing to value this knowledge will increase the risks associated with our investments and cause us to lose the cultural sensitivity and diversity that form part of the European Union\u2019s identity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We therefore call for a review of the legal framework for local staff, which has been ongoing for far too long.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Drastic cuts affecting colleagues working in difficult conditions<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Expatriates posted to challenging destinations have experienced a reduction in their rights under the provisions relating to the Living Conditions Allowance (LCA) and recuperation leave.&nbsp; USHU and U4U are active within the LCA technical group and will continue to press for robust allowances for all staff assigned to challenging posts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Local staff representatives<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During our sessions, whilst elections for local staff representatives were still underway in most delegations (now successfully completed, although a few delegations were unable to organise these elections), the important role of these representatives in supporting all staff (COM\/EEAS, Expat\/LA, etc.) was highlighted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Training and conferences: Maintaining quality and interaction<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Colleagues have expressed concern about the increasing shift towards online training and away from face-to-face training. This is particularly affecting the engagement of local colleagues and their networking with headquarters. Safety and security training courses are particularly important for high-risk areas such as HEAT, but these are partly delivered online via the e-HEAT module, which is designed to renew expired HEAT certificates.&nbsp; Several colleagues have expressed concerns about the effectiveness of these virtual courses in teaching people to manage dangerous situations in rapidly changing environments that require physical responses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Internal Control Survey (ICS): Seeking improvements<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Feedback has raised questions about the relevance of the ICS&nbsp; &nbsp;&nbsp;design.&nbsp; The ICS does not cover all aspects of the INTPA and the EEAS; many of the issues we face relate to resource management. Low ratings on EEAS-related questions lead to low Key Performance Indicators (KPIs) for the INTPA, which is incorrect as there is no correlation. Furthermore, if the \u2018somewhat positive\u2019 or \u2018positive\u2019 option is selected, it will no longer be possible to address the issues from 2025 onwards. The issues will remain hidden. If we wish to address certain shortcomings that impact the key performance indicators of the External Aid Management Report (EAMR), colleagues are obliged to select &#8216;somewhat negative&#8217; or &#8216;negative&#8217;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The February edition of the European Civil Service Think Tank (GRASPE) will provide a detailed analysis of the strategy for EU delegations. It will highlight that the proposed modernisation lacks a solid foundation and could weaken the EU\u2019s global standing. Available evidence suggests that staff members still experience difficulties obtaining the necessary adjustments to perform their duties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This statement is part of an investigation into a complaint lodged with ASDEC (the Association of Staff with a Disability in the European Commission), supported by a colleague and a member of our union. The complaint concerns the administrative handling of disability issues within the European institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond the specific case under examination, this intervention highlights a broader reality: despite stated commitments to inclusion, obstacles to inclusion persist in daily practice. Procedures can be lengthy and complex, and sometimes lack transparency. For the affected staff members, this can result in delays to the adaptation of their workstations or even inequality in the conditions in which they carry out their work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The European Ombudsman&#8217;s role is precisely to identify this type of malfunction. By investigating cases of maladministration, the Ombudsman drives continuous improvement within the European Union. Although the Ombudsman\u2019s recommendations are not legally binding, they exert real institutional pressure and help bring about changes in practice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this context, the appeal to the European Commission seeks to reinforce three key areas: clarity of procedures, speed of processing requests and effective consideration of individual needs. The objective is straightforward: to ensure that all staff can work in suitable conditions in line with the principles of equality and non-discrimination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For us, this news is particularly important. It confirms the difficulties that have already been reported and highlights the need to continue the social dialogue on these issues. Access to reasonable adjustments, simplified administrative procedures and recognition of individual circumstances are all concrete challenges for staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ultimately, the European Ombudsman&#8217;s intervention serves as a reminder that the institutions&#8217; exemplary nature also depends on their ability to genuinely include all their staff. Notably, they have helped secure a framework agreement that strengthens consultation, and supported a progressive strategy for career development, including transitions to civil service roles.<\/em><strong> <\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U4U also offers:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>high-quality training to prepare for competitive exams;<\/li>\n\n\n\n<li>support for dynamic coordination among agencies through the AASC (Assembly of Agency Staff Committees);<\/li>\n\n\n\n<li>a commitment to stronger social dialogue and concrete actions, such as combatting harassment and providing mediation and inter-institutional mobility.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why is the presence of unions important?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The main function of <strong>the Staff Committee<\/strong> is advisory: it is kept informed of administrative decisions and can express its opinion, but it does not have the power to influence decisions directly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In contrast, <strong>unions<\/strong> play a proactive role in social dialogue by:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>advocating for staff demands;<\/li>\n\n\n\n<li>suggesting topics for discussion;<\/li>\n\n\n\n<li>participating in negotiations;<\/li>\n\n\n\n<li>helping to ease tensions through dialogue.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>In other words, the Committee provides an opinion, whereas unions enable action to be taken, negotiations to be conducted, and decisions to be made<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On 11 May 2026, prior to our <strong>social dialogue meeting<\/strong>, our union organisation therefore concluded <strong>a new memorandum of understanding<\/strong> with management, governing discussions on matters related to personnel management.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This agreement is not ideal. We would have liked to have made more progress on several issues that are important to staff. However, in the current context, it represents a concrete step forward and a foundation for continuing to defend your interests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agreement also signals a willingness to rebuild a trusting relationship with the administration, alongside the central role of the Staff Committee, to better address staff concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thanks to this agreement, several issues can continue to be addressed in a structured manner:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>career prospects;<\/li>\n\n\n\n<li>job stability;<\/li>\n\n\n\n<li>working conditions;<\/li>\n\n\n\n<li>mobility;<\/li>\n\n\n\n<li>the impact of organisational and digital transformations;<\/li>\n\n\n\n<li>well-being at work.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Our goal remains unchanged: to advocate for meaningful, concrete and respectful social dialogue with staff on the following issues.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prior to the meeting with management, our union organised <strong>a General Assembly<\/strong> open to all agency colleagues to gather their feedback and concerns directly. Many refugees are arriving in Brussels. Despite existing reception programmes, the first few months are difficult for new arrivals. There is an urgent need for relief, primarily in the form of food.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over the past three years, thanks to your support, we have been able to provide emergency aid to these refugees and their children. We operate with a team of volunteers and incur no administrative costs. The ongoing support of the Staff Representation, the OIB, the Food Bank and various associations is crucial.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Currently, we particularly need financial contributions to buy food for distribution.
