We often highlight the limitations imposed on them in terms of the duration of their contracts (<em>a maximum of seven years at the Commission<\/em>), the consequences of these limitations for their pension rights (<em>since pensions are generally only granted to staff with a career of at least ten years<\/em>), and the trend of having contract staff perform work similar to civil servants&#8217; work under much less favourable conditions of employment and remuneration. This is in direct contravention of the principle that two people should receive equal pay for equal work.<br><br>The recent <strong>dismissal of dozens of local staff<\/strong> in European Union delegations in the Western Balkans without redeployment or support measures, and without negotiation or social dialogue, is a worrying trend. It would appear that staff on precarious contracts have become a mere variable for administrative adjustments, and that it is now possible to terminate their contracts abruptly and unilaterally.<\/p>\n\n\n\n<p>This trend is all the more worrying given that the budgetary resources required to extend several programmes included in the current MFF, such as the Recovery and Resilience Facility, InvestEU and React EU, beyond 2027 are not guaranteed. This could therefore also put the jobs of contract staff employed under these budget lines at risk.<br><br><strong>Several hundred local and contract staff positions appear to be at risk today.<\/strong><br><br><br><\/p>\n\n\n\n<p>In view of this situation, U4U is calling for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The cancellation of collective redundancy measures against local staff in the Western Balkans.<\/li>\n\n\n\n<li>The immediate opening of a social dialogue to explore alternatives to redundancies in the context of the ongoing delegations restructuring.<\/li>\n\n\n\n<li>The opening of a broader social dialogue on the issue of the management of precarious contracts (particularly those affecting local, contract and temporary staff) within the Commission, with the aim of improving job security and career prospects for those affected.<\/li>\n<\/ul>\n\n\n\n<p>We have filed <a href=\"https:\/\/u4unity.eu\/en\/institutions\/eeas\/latest-news\/#note-for-the-attention-of-mr-piotr-serafin-commissioner-for-budget-anti-fraud-and-public-administration\">a strike notice<\/a> together with other trade unions based on these demands, which would force the administration to initiate a social dialogue process.<br><\/p>\n\n\n\n<div class=\"wp-block-buttons is-content-justification-center is-layout-flex wp-container-core-buttons-is-layout-16018d1d wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button is-style-primary\"><a class=\"wp-block-button__link has-small-font-size has-custom-font-size wp-element-button\" href=\"https:\/\/u4unity.eu\/en\/link\/the-link-n117\/#link117_4\">See this article in the Link n\u00b0117<\/a><\/div>\n<\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"new-conditions-of-employment-for-local-agents\"><\/span>New conditions of employment for local agents<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The EEAS has now officialised the new conditions for employment for Local Agents.<\/p>\n\n\n\n<p>You may opt-in or decide to stay within your current employment contract, depending on your own particular situation. You have 5 months to make a choice.<\/p>\n\n\n\n<p>NEW CONDITIONS OF EMPLOYMENT FOR LOCAL AGENTS IN EU DELEGATIONS : <a target=\"_blank\" href=\"https:\/\/eurotradeunion.eu\/documents\/LA_newcontract_202006.pdf\" rel=\"noreferrer noopener\">Analysis and elements for a choice<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Message from EEAS to Local Agents on 12 June 2020<\/h3>\n\n\n\n<p>Dear colleagues,<\/p>\n\n\n\n<p>We write to you today with important news concerning the reform package on conditions of employment that entered into force on 1 June 2020.<\/p>\n\n\n\n<p>We are pleased to share with you 17 decisions that have now been adopted to accompany the reform package on conditions of employment for local agents that entered into force on 1 June 2020. <strong><a target=\"_blank\" href=\"https:\/\/intranet.eeas.europa.eu\/page\/administration\/human-resources\/local-agents\" rel=\"noreferrer noopener\">These are available here<\/a><\/strong>.<\/p>\n\n\n\n<p>This is important news. These decisions provide almost all the essential details of the reform that were not included in the Joint Decisions adopted in August 2019. Many of them codify rules or practices with which you are already familiar. Some of these decisions, however, bring new benefits in addition to those included in the Joint Decisions. Based on the needs and the experience that we will gather together, these decisions can be reviewed and amended through a more streamlined and simpler process than in the past.<\/p>\n\n\n\n<p>In the meantime, colleagues are continuing work to prepare Delegation-specific decisions based on the requests from your different Delegations for local practices you wish to see recognised by the EU under the reform. You will be kept informed of progress on the decision applicable to you through your Delegation\u2019s management.<\/p>\n\n\n\n<p>As already promised, <strong>you will have five months starting from today to decide whether to sign up for the new conditions of employment or remain with your current ones.<\/strong><\/p>\n\n\n\n<p>This reform, which is the first one since 1989, is the result of an impressive collective work over the last three years. Majority of trade unions have achieved, during the latest modification of the staff regulation before establishment of the EEAS, to introduce a legal basis in the staff regulations, stipulating the establishment of a social security system for local agents.<\/p>\n\n\n\n<p>It is time now for the institutions to start implementing its obligations!<\/p>\n\n\n\n<p>This is why the following is <strong>unacceptable<\/strong>:<\/p>\n\n\n\n<p>&#8211; <strong>Local Agents work anything from 30 \u2013 40 years in a Delegation and leave with no medical cover<\/strong>. We consider this a flagrant disregard of human rights.<\/p>\n\n\n\n<p>&#8211; <strong>Local Agents retire with 35 \u20ac as their main pension<\/strong> \u2013 Proof that the European Commission and the EEAS do not respect the basic human dignity of Local Agents.<\/p>\n\n\n\n<p>&#8211; <strong>Salary adjustments have not been implemented in Delegations<\/strong> and there are huge delays. In this manner neither the Commission nor the EEAS respect the legitimate expectations of its local personnel, by treating it inequitably.<\/p>\n\n\n\n<p>&#8211; <strong>In crisis cases, they are left alone in third countries, where their lives are at stake<\/strong> (e.g Belgrade during the bombings or Afghanistan in case the Taliban return to power)<\/p>\n\n\n\n<p>&#8211; <strong>Local Agents are obliged to take annual leave at the same time when for other staff categories the same days are considered as &#8220;holidays&#8221;<\/strong>. The European Commission and the EEAS do not consider Local Agents as respectable people.<\/p>\n\n\n\n<p>When therefore will the European Commission and the EEAS change and show Local Agents in third countries the respect and dignity that they deserve?<\/p>\n\n\n\n<p>When therefore will the European Commission and the EEAS start putting their words into action and comply with their own declarations?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The EU must protect its local staff in Afghanistan (Situation of local interpreters on the EUPOL mission &#8211; July 2021) Today local staff, tomorrow contract and temporary staff?
