“The future of the EU budget and the creation of collective public goods”
Changing the EU budget, as was shown yet again in the outcome of the mid-term review of the multi-annual financial framework, is never easy. Yet as Ursula VON DER LEYEN emphasized in her 2023 State of the Union address, it is unavoidable in advance of a further enlargement.
Building on recent studies for the European Parliament, Iain BEGG, Professor at the European Institute, London School of Economics and Political Science, will present options for change and discuss the political feasibility of a new approach. In particular, he will explore how a sharper focus on EU public goods could help to overcome resistance to change, while also changing the terms of the debate. In addition, he will examine how the resort to off-budget mechanisms to fund EU policies changes matters by creating dimensions of EU finances (as opposed exclusively to the budget) that need to be adequately accommodated within an EU level fiscal framework.
