GRASPE conference : The Rule of Law in the EU, What Rule ?

Luis ROMERO REQUENA is the former Director General of the Commission’s Legal Service. He holds a Master’s degree in Law from the University of Deusto in Madrid, a diploma as a State Inspector of Finance and a diploma from the École Nationale d’Administration (ENA) in Paris. In 1985 he became technical adviser to the Ministry of Economic and Financial Affairs on preparations for accession to the European Community.
He moved to Brussels in 1986 to work as a financial adviser at Spain’s Permanent Representation to the European Union. In 1997, he joined the European Commission’s Directorate-General for the Environment. Between 1999 and 2002, he held two successive director posts in the Directorate-General for the Budget, first in Resources and then in Expenditure. Between 2002 and 2009, he became Director-General of DG Budget. He ended his career as Director-General of the Commission’s Legal Service from 2009 to 2021.
Subject of the conference
Respecting the Rule of law has become a problem in the EU as results from the tense dialogue between the Union and some Member States who have challenged European values and the primacy of EU law for the past few years. A dismantling of democratic institutions is at work in order to control justice and put a gag on dissenting voices. Worse still, some of these countries threaten to block key decisions such as the revision of the multiannual financial framework and aid to Ukraine.
Luis ROMERO REQUENA looks into the current situation, in light of his long experience of European affairs, and forward at the next milestones in June 2024 and beyond.
