EU Conditionality, Technical or political weapon?

Conditionality is nothing new in the EU and takes a variety of forms : legal, macro-economic, fiscal. However, recent events reveal diverse ambiguities borne by some Member States as regards the transfer of competences and the primacy of EU law. Conditionality today becomes a signal of the respect of the Rule of law and of European values.
There is therefore a true political and institutional issue on the degree of respect and acceptance by the Member States, depending on the hazards of their national political life, and their late discovery of obligations they committed to upon accession. The new perspective of enlargement raises the question of the risk of increasing the difficulties. In light of his long experience of European policies, Jean-Charles Leygues analyses the present situation.
