Présentation générale de U4U : slides
U4U est une organisation de rassemblement et d'union, composée de collègues syndiqués et non syndiqués mais actifs dans nos collectifs. Les collègues qui la composent et la soutiennent souhaitent promouvoir une approche syndicale démocratique, résolument unitaire, qui veut défendre l'ensemble des conditions d'exercice du métier de fonctionnaire européen. Ils militent pour une action syndicale de proximité, plus participative. Ils font vivre une organisation syndicale plus proche des DGs et de la base, prévoyant la limitation dans le temps des mandats et détachements syndicaux pour éviter l’éloignement des mandataires de la réalité professionnelle. PLUS QUE JAMAIS, LE RASSEMBLEMENT EST AUJOURD'HUI CRUCIAL !U4U POUR LA REFONDATION DE LA REPRÉSENTATION DU PERSONNELNous voulons travailler pour la dignité des fonctionnaires et agents européens, toutes ces femmes et tous ces hommes sans qui la construction européenne n'aurait jamais été possible, et sans lesquels son avenir est menacé. Nous nous engageons à lutter, toujours et partout, contre toutes les injustices faites aux collègues, quels que soient leur statut, leur catégorie, leur âge. Avec U4U, refusez la fatalité ! Notre action: forger et faire vivre un accord intersyndical sur les grands dossiers pour une représentation forte du personnel. Nous voulons que la bonne coopération et, à la fin la démocratie, soient au cœur de la représentation du personnel et que soient dépassées les querelles de boutiques dont tout le monde sait qu’elles sont préjudiciables au personnel, qui a besoin d’une action collective forte et résolue. C’est pourquoi U4U se situe au centre d'un triple partenariat: avec les 6 syndicats de la Commission unis dans la majorité du CLP et du CCP, avec l'USHU (syndicat hors Union) avec lequel nous prétendons à la troisième place en terme de représentativité à la Commission (Rassemblement syndical), enfin, avec la coordination syndicale interinstitutionnelle regroupant des syndicats de plusieurs institutions communautaires.
De ce fait, U4U peut prétendre peser sur les événements au même titre sinon plus que pas mal d'autres organisations. Mais notre meilleur atout est constitué par le fait que nous représentons une force neuve, innovante, citoyenne, unitaire, démocratique, proche du vécu des collègues. U4U is an organisation that aims to unite, to bring together, made up of both unionised and non-unionised members who are working in our Action Groups. The colleagues that make up and support U4U want to encourage a more democratic approach to trade unionism, drawing people together to defend the rights and working conditions of the European civil service. They campaign for trade union action that is close to its members, to the staff and allows them to actively participate in its actions. We aim to be a grassroots movement that is at the heart of all directorates, which limits mandates and secondments in order to keep its representatives close to the every day working reality. BEING UNITED IS CRUCIAL, MORE THAN EVERU4U, TO REBUILD THE FOUNDATION OF STAFF REPRESENTATIONWe want to work for the dignity of European officials and agents, to defend all those men and women without which European integration would never have been possible, and without which its future is threatened. We are committed to fight, always and everywhere, against all injustices that colleagues may suffer, whatever their status, class, category or age is. WITH U4U, REFUSE TO BECOME FATALISTIC ! Our plan is to forge and nurture an inter-union agreement on major issues in order to defend the staff's interests in a more robust way. Cooperation and, ultimately, democracy needs to be at the heart of staff representation. This is the reason why U4U is at the center of a three-way partnership: 1. With the 6 Commission trade unions that are united in the majority of the CLP (local staff committee) and CCP (central staff committee). 2. With USHU (Union outside the EU) with which we claimed third place in terms of representativeness at the Commission (Rassemblement Syndical). 3. With the interinstitutional union coordination body that groups several organisations from different EU institutions.
If we take into account all that is mentioned above then we can safely claim that U4U can influence events as much, if not even more, as many other organisations. However, our greatest asset will always be the fact that we represent a new force, a force that is innovative in its approach, which has unitary principles, that is democratic and is closer to the needs and expectations of colleagues.
